Does a lie equate to a hypothesis, when construction is under way or promising?

I get that there are no theories or room for hypothetical jests in politics, but in the World of technology and science we have display models that represent what is or what will be. To date, I enjoy all of the atomic models because they each have useful similarities that help us perceive reality. It should not matter whether or not a product succeeds or fails, because unlike politics at least many promising technological advances are delivered. Politicians almost never deliver, and this is what sets the lies apart.
